Ingrid, scruffy can be endearing or not nice. when you use it in the sexy way it means "bad boy" look. Especially when they have a little bit of a beard but not a full one. A five o'clock shadow as we say here.Or scruffy can mean old and junky if you are using it for an item. If the person is just ugly and wearing ugly things that are obvious,you could say that man is scruffy,and needs to get some nice clothing. It is usually used only for men aslo. Like I said though if a man looks like Bono and doesn't shave for the day and his clothing is a bit wrinkled, you know he is still hot,but he is just a bitr scruffy for the day. Does that help?
